Senior Judge John Kane willfully disregarded federal sentencing guidelines Wednesday when he gave an Uzbekistan refugee a “fair” sentence that means the offender won’t go to prison for a terror-related conviction of providing aid to the Islamic Jihad Union.

Kane sentenced Bakhtiyor Jumaev, 51, to “time served,” which means the amount of time he has already been locked up awaiting trial, a total of six years and four months. Kane also sentenced Jumaev to serve 10 years of supervised release during a hearing in U.S. District Court in Denver....
