The good news: China's birth rate is declining. The one-child policy was a success.
The bad news: China wants to resume exploding population growth. From the article:
China has relaxed its family planning policy to allow couples to have three children after a census showed its population is rapidly ageing, state media reported Monday, further unwinding four decades of controls in the world's most populous nation which have strangled the birthrate.
For almost 40 years, China enforced a controversial "one-child policy" — one of the strictest family planning regulations worldwide — which was relaxed in 2016 to a "two-child policy" due to widespread concerns over an ageing workforce and economic stagnation.
Despite government efforts to encourage couples to have children, China's annual births have continued to plummet to a record low of 12 million in 2020, the National Bureau of Statistics said last month.

In my last speech, I said that the fight over basic living resources (including land and ocean) is the source of the vast majority of wars in history. This may change in the information age, but not fundamentally. Our per capita resources are much less than those of Germany’s back then. In addition, economic development in the last twenty-plus years had a negative impact, and climates are rapidly changing for the worse. Our resources are in very short supply. The environment is severely polluted, especially that of soil, water, and air. Not only our ability to sustain and develop our race, but even its survival is gravely threatened, to a degree much greater than faced (Nazi) Germany back then.”
“…solving the “issue of America” is the key to solving all other issues. First, this makes it possible for us to have many people migrate there and even establish another China under the same leadership of the CCP. America was originally discovered by the ancestors of the yellow race, but Columbus gave credit to the white race. We the descendants of the Chinese nation are entitled to the possession of the land! It is said that the residents of the yellow race have a very low social status in the United States. We need to liberate them. Second, after solving the “issue of America,” the western countries in Europe would bow to us, not to mention to Taiwan, Japan and other small countries. Therefore, solving the “issue of America” is the mission assigned to CCP members by history.”
“The relationship between China and the United States is one of a life-and-death struggle.”...
“We must prepare ourselves for two scenarios. If our biological weapons succeed in the surprise attack [on the United States, the Chinese people will be able to keep their losses at a minimum in the fight against the United States. If, however, the attack fails and triggers a nuclear retaliation from the United States, China would perhaps suffer a catastrophe in which more than half of its population would perish....
